The agreement recognizes the role of non-partisan stakeholders in the fight against climate change, including cities, other sub-national authorities, civil society, the private sector and others. This system was also proposed by the Government of the People`s Republic of China for Taiwan, but the Government of the Republic of China rejected this proposal (it was also claimed that the system was originally designed for Taiwan  in order to reinstate it with the PRC). Specifically, the Communist Party of China (the political party of the ruling People`s Republic of China) has also proposed specific provisions for the conservation of the military in Taiwan, unlike the Hong Kong and Macao regions, which are protected by the People`s Liberation Army (PLA) of the People`s Republic of China. However, all major Taiwanese political parties, including those oriented towards Chinese reunification, have strongly opposed “one country, two systems”. Instead, some suggested “One Country, Two Governments,” which was strongly rejected by the Government of the People`s Republic of China, while others suggested that the “country” highlighted in the system be the ROC in place of the PRC. One of the few Taiwanese to have publicly supported “One Country, Two Systems” is Li Ao, a writer born on the mainland. [Citation required] It was reported that the National Security Bill was presented Friday, May 22, 2020 to the Chinese National Parliament, the National People`s Congress.  Under the two-system formula for one country, Hong Kong`s Basic Law requires Hong Kong legislators to ratify national security to prevent sedition, secession and foreign interference.  The Chinese central government is now bypassing HKSAR to legislate directly.   The official of the National People`s Congress indicated that he was exercising “constitutional power” to create a new legal framework and enforcement mechanism to ensure national security in Hong Kong.
 On June 30, 2020, the NPCSC unanimously passed Hong Kong`s National Security Act and listed it in Schedule III of the Basic Law, bypassing Hong Kong`s approval.
